amen, blizz is just trying to please both sides of the customers, those who want to complete raids, at a regular dificulty and those who want a true challenge and bragging rights.
best example is Trial of the crusader.
any half-brained guild can clear it on 10man reg, but only the true pro’s can get it done in 25man heroic.
and of course the harder mode has better loot to reward the hard work placed on it.
other games should learn of this example. (alas they don’t)
